商務部召開二手車出口專題工作會議，會議宣布北京市、天津市、上海市、浙江省（臺州）、山東省（濟寧）、廣東省、四川省（成都）、陜西省（西安）、青島市、廈門市獲商務部、公安部、海關總署三部委批準開展二手車出口業務試點地區。 

出口地必須滿足四個條件：
